Verifying an address

1. 01confirm the factory's hook() matches the hook address here
2. 02confirm the hook's address encodes the required permission bits
3. 03confirm the locker's factory() and vault() point back at these addresses
4. 04confirm factory.potModuleEnabled() and factory.feeRightEnabled() are both false

The deploy script asserts all of this before its broadcast is accepted, and prints the owner-only wiring calls when the owner is a multisig rather than the broadcaster.
